According to him, before the investor commits, he must evaluate the potential of solar energy so that he can then embark on a project. “Solar energy, you have to measure it all year round because it varies,” he notes.

The consultant also criticizes the fact that a specific location is imposed on the industrialist. “It’s the investor who chooses the perfect location for them. Second, you can’t force industrial integration on them. It’s billions of dollars. You’re imposing on them the terms that you set and that’s in a kind of difficult situation right now that’s underfunded all over the world. How do you expect investors to respond? The second condition mentioned by Mr. Hosni relates to the need for “the executive texts of the new investment law to be very clear and compatible with the wishes of foreign investors from the private sector” in Algeria.

As a fourth condition, Taoufik Hosni calls for the reform of the Algerian financial system “so that it adapts to these major changes imposed on us by the economic, health and political crises in the world, which will direct investments towards places that will be more attractive.”

A clear conclusion from Tawfiq Hosni: “We are far from all these conditions.” “If we don’t come to a compromise on this, we can only be pessimistic about any project, whether it’s 1,000 megawatts or otherwise,” the consultant added.

“Oil pressure groups impede the development of renewable energies”

Toufik Hosni refutes the idea that photovoltaic cells can be the dominant way to ensure energy security in Algeria. Instead, it relies on solar thermal energy.

“Photovoltaic cells can only represent 20% of the entire global project that will integrate 80% of solar thermal energy. This is not a theory. All the projects that are launched in the Gulf region, in Africa, in the United States, are based on this principle, because it allows us to Eliminate intermittent photovoltaic cells that only produce (energy) during the day, while energy security explains Mr. Hosni, who cites another argument that solar heat can be stored.

Tawfiq Hosni accuses oil lobbyists of slowing the development of renewable energies (ENR) and implementing the world’s energy transformation.

“With us, the Ministry of Energy Transition has set itself a goal of moving toward hydrogen when it is a decoy. Hydrogen is actually used to replace natural gas,” Hosni says.
